Aatmja Kumari(Intern Journalist): Lucknow: The LDA is going to relaunch the Atki Managalagar scheme from the year 2006. It has been agreed to develop the 2075-acre plan on the PPP model. The tender process for preparing the Environmental Impact Assessment (EIA) and the Detailed Project Report (DPR) of the plan is also set to begin this month.

As soon as the DPR gets approval from the NGT, the tender process for its development will be started. At the same time, in the meantime, LDA will start the acquisition of land by agreeing to land pooling with farmers. The launch of the scheme has been expedited in the direction of LDA VC Abhishek Prakash.

LDA Chief Engineer Indushekhar Singh says that it is mandatory to assess its impact on the environment before starting the scheme. Only then will the NGT allow it to carry out development work. In such a case we will contract with a specialist agency for EIA.

The tender process is being started for this. At the same time, due to the objection of the NGT and the reduction of greenbelt in the landmarked for planning, a new DPR and lay-out of the management are to be made. The tender for making DPR will be made soon. The team has completed preparations for this.

LDA Executive Engineer Ajay Panwar said that the planning that has been done for the management so far has been prepared on the basis of Master Plan 2021. At the same time, after the implementation of Master Plan 2031, there was a lot of change in land use here.

The biggest change is in the form of greenbelt being reduced by more than 80 percent. Earlier, LDA was getting more than 40 percent of greenbelt. It could not be used for residential or commercial use. Greenbelt up to 15 percent is required in any scheme. Now the plan will be developed with this ratio. At the same time, the LDA will not have to raise the prices of the plots to bear the cost of development work.

LDA officials said that the process of negotiating and filling the agreement with the farmers has also been started. Out of 2075, 1836 acres are to be taken from farmers. The rest of the land will be received by the LDA from Gram Sabha, Nazul etc.

After launching the scheme in 2006, the LDA will create a layout for the third later. The former VC Satyendra Singh had prepared a layout out of the LDA after directing the management to build a World Park and Form House on Greenbelt land. However, current officials say that no such layout was officially approved. NGT has also rejected the DPR made after the scheme started.

After the land is acquired, work will be started by the developer. Work will be completed in two years. LDA will return 25 percent of the developed land to the farmer after two years of taking the land from the farmer. Farmers are also giving consent for this.
