(Riya Singh, Intern Journalist): The Delhi High Court today directed the Delhi Chief Secretary to file an affidavit stating reasons as to why there cannot be a system of e-registration of various documents such as property papers, wills, etc. The division bench of Chief Justice DN Patel and Justice Prateek Jalan further asked the government: “If other states are doing it, why can’t it be done in Delhi?”

The bench was hearing a petition filed by advocate Gaurav Gambhir who has highlighted the ambiguity among several sub-registrar offices in Delhi over the acceptance of documents executed by senior citizens and other vulnerable persons due to the advisory for limited movement of such persons.

Earlier, the Delhi government counsel had told the bench that such a system was already in place, but the advocate had sought time to take instructions with regard to the features the Delhi government system has.

The petitioner had earlier informed the bench that the present system adopted by the government only provides for making appointments to visit the sub-registrar’s office. On arriving there, the people are verbally told that registrations cannot be done.

The petitioner had further informed the bench that the states of Maharashtra, West Bengal, and Haryana have started online registration of legal documents without having to go to the sub-registrar’s office.
