Aatmja Kumari(Intern Journalist): Lucknow : Registry of flats, plots and buildings in LDA has been stopped. This is being done in the case of assets allotted before 2014. Apart from the ‘first come first serve’, most of the assets of the Authority are already allocated before 2014, whose registry is in operation. The LDA charges a freehold fee to transfer ownership rights over the property to the allottee. It is usually taken at the rate of 12 percent of the price of the plot. Freehold charges are assessed based on the ratio of land in flats. Now the Secretary wants to implement the assessment based on the current circle rates. The 2014 mandate is being argued for. If necessary, the accounts department will do a fresh calculation. In such a situation, the problems of the allottees have increased.
According to information received from the LDA, the files sent for registration in the Secretary’s office were returned. An order was also made from the secretary’s office, which said that compliance with the mandate made in 2014 should be ensured. This mandate was made for the assessment of freehold fees. Secretary Pawan Gangwar says that in several files it was found that freehold charges were reduced. In this case, they have been sent back to be recalculated. Freehold registry will be allowed after correct assessment. At the same time, the Department of Property and Finance are suggesting technical difficulties in doing so. In such a situation, a re-assessment is not being done. The registry will start only after this dispute is resolved.
Those who had completed the preparations for the registry are now revisiting the LDA. They have been told that some charges and deposits may have to be made. In such a situation, we will have to wait for a few days. Apart from Srishti, Sargam, Panchsheel apartments, registries of plots have been stalled in different schemes. Many assets are to be registered even after OTS.
Nothing new is being done. The order in the year 2014 is clear on how the freehold fee should be charged. Only orders are being followed. The registry is not blocked. Only the re-estimation of the freehold fee is called. Registry will be made on its arrival. The files in which freehold charges are assessed according to the mandate. Permission is being given to register them.
