(Deepshikha Gautam, Intern Journalist) Lucknow: The UP government has given the green signal to the Bar License Rules 2020.
With this, the way of opening bars in the airport, train, and cruise has also been cleared. According to the new rules, bars can also be opened in domestic and international cruises along with airport lounges and station trains. The government has approved the proposal to license them.
For transparency in the licensing process, the government has also made the application process online by providing geo-tagging of bar and club licenses.
Giving information about this, Additional Chief Secretary of Excise Department, Sanjay R. Bhusreddy said that the process of licensing has been simplified in many ways in Uttar Pradesh’s New Bar License Rules-2020. Under this, eliminating the need for approval from the government level and the recommendation of the committee constituted under the chairmanship of the commissioner, the committee constituted under the chairmanship of DM has been empowered to approve the recommendation and the Commissioner of Excise.
If one is dissatisfied with the decision of the committee constituted under the chairmanship of the Collector, one can appeal to the commissioner. According to the new rules, the number of transaction stars will be reduced from 28 to nine. This will make the licensing process easier, while the government will also benefit from the revenue. Additional Chief Secretary stated that it was mandatory to operate the restaurant while applying for a license before it. That too has been eliminated. Now after the approval of the Excise Commissioner, the operation of the restaurant has been made mandatory till the time of depositing the license fees. For bar license, the minimum chair area of the campus is 200 sqm and the minimum people seating has been mandated. Earlier, parking was mandatory for the license. Now he too has been eliminated. Provision for private or valet parking and washroom within 500 meters has been made.
Under the new rules, the ceremonial license for a particular event will be issued online for a period of 6 hours continuously from 8 am to 12 pm. This can be done by 1 pm with the prior approval of the licensing officer by paying additional license fees. There is also a provision in the manual that if things like drinking competition happen to increase the sale of liquor, then for the first time a fine of 25 thousand, the second time will be fined 50 thousand and the third time the license will be canceled.
