(Aditya Shaw, Intern Journalist): Jammu and Kashmir Lt Governor Manoj Sinha says that there is no dearth of talent among the youth of the state. They just need to give direction and cut. The younger generation is facing the brunt of unemployment. The government has started work towards removing unemployment and bringing smiles on the faces of the youth. By 2025, the problem of 80 percent of unemployment in the state will be resolved. The roadmap for this has been prepared. 25 thousand government jobs will be provided in the next six months. He spoke with impunity on various issues including the state’s condition, economy, health facilities, corruption, rehabilitation of Kashmiri Pandits.
Here are the key excerpts of the conversation with Brijesh Kumar Singh-
Work on many fronts for employment
The state has been struggling with the problem of unemployment for a long time. People here have been dependent on government jobs. The number of government employees here is equal to Bihar, while the population of Bihar is 11 times more than that of Jammu and Kashmir. There is frustration among the youth due to the lack of job opportunities. The government has started work on several fronts for this. Appointments for vacant posts in government departments are being done in a time-bound and transparent manner. More than 13 thousand posts have been sent to the Public Service Commission and SSB for which advertisements will be released soon. It has been approved to start the recruitment process on the vacant posts of doctors.
30 thousand crores will be invested in two and a half years
Unemployment will not be overcome only by government jobs. Comprehensive plans have been made to provide employment in other areas also. New industrial policy is coming soon. I am responsibly saying that in the next two-and-a-half years, there will be an investment of 30 thousand crore rupees in various areas in the state. If new industries are set up then employment opportunities will also increase. On October 31, a workshop was organized for the all-around development of youth, which has yielded positive results. Tata has agreed to open skill development centers in Jammu and Baramulla. The MoU with the Bombay Stock Exchange will take place this week. There will be two incubation centers and training in the financial sector so that they can stand on their own feet. Hinduja has approved the opening of two skill development and motor training centers. Wipro is also willing to cooperate in skill development with education.
Confusion is being spread about the new land law
Confusion is being spread about the new land law. The land laws here were quite old and contradictory. 90 percent of the land here is arable, which can be given only to the people of Jammu and Kashmir. For this also, it is mandatory to be connected with farming. Earlier apple plantations were not allowed to be sold or pruned. Now anyone can sell an apple orchard but will have to get permission to cut it. Industries have their own conditions. Now many industrial houses are taking an interest. Denmark is keen to invest here in the field of food processing. Due to the old rules, industrial development could not take place here like other states. Neither private hospitals came into the health sector nor did the education sector develop. Some children do not have the right to study abroad and get good treatment. Even ordinary people should get this benefit. The new land law will prove to be a milestone in the development of Jammu and Kashmir.
No need to panic the poor, the general public with the Roshni Act
The administration is working with full vigor regarding the Roshni Act. The High Court verdict will be implemented literally. Legal action will be taken against those found guilty. There is no need for any normal person or poor person to panic. Many had taken up land to build housing. The administration will make a policy to ensure that no poor or general public gets any kind of trouble with the decision of the High Court.
Five thousand houses will be ready for Kashmiri Pandits in one and a half year
The government is committed to rehabilitating Kashmiri Pandits. Funds were made available for six thousand jobs and six thousand houses under the Prime Minister package, but this could not be completed due to several reasons. Except for 167 posts, the remaining posts will be filled in the next six months. Five thousand houses have been tendered, the remaining one thousand will also be soon. Five thousand houses will be built in the next year and a half. Work has been started to provide benefits of the social security scheme by organizing camps at Jagati and other camps in Jammu on October 10 and 12. People from the Kashmiri Pandit community living in different places of the country want to do business here. The government is committed to providing them all kinds of facilities.
Accountable to the public, today will hear a complaint
The government is fully committed to redressing the problems and grievances of the people of the state. All DCs and SSPs have been asked to hold an hourly court every day. Block day is being organized on Wednesday. People have been given the benefit of social security by conducting a 21-day mass campaign. On October 22 last, the 20-year-old complainants from all the 20 districts met online to solve their problems. The same procedure will be adopted again on 24 November.
No one has the moral right to accuse him of eviction from the ground
In 2006, the Forest Rights Act came into force nationwide. This Act came into force across the country, but not here. The Act became effective after 31 October 2019. Jammu and Kashmir had to wait for 14 years but now the forest dwellers will not have to wait. The deadline to implement the entire process has been set. Whether Gujjar Bakkarwal or other castes will complete their work till January 15 by the Forest Rights Committee, the Sub-Division Committee by January 31, and the District Committee by March 1 and hand over their rights to them. Pahalgam incident is also taken cognizance of. A decision will be taken at the administrative level soon. No one has the moral right to accuse them. PDP chief Mehbooba Mufti said that the central government is plotting to change the demography by removing Gujjar Bakkarwals from Muslim settlements.
Panchayat elections will be held without any political discrimination
For the first time, DDC elections are being held in the state under the three-tier panchayat system. The DDC board will also be formed after the election so that elected representatives can participate in the development of the district. There is a lot of excitement about the election. Some internal and external nefarious forces are trying not to strengthen democracy at the grassroots level. The administration is committed to fair, transparent, and fear-free elections. It is believed that people will also cooperate in strengthening democracy. Panchayat elections will be ensured that there is no discrimination on the basis of fair and political parties.
Largely successful in preventing infiltration
The law and order situation in Jammu and Kashmir has improved significantly. Today the corner of the security forces is heavy. Have been largely successful in preventing infiltration. Excluding sporadic events is effective to control. This has been possible due to better coordination between all security agencies. The intentions of the Jaish terrorists killed in Nagrota were also quite dangerous. They wanted to do a big conspiracy on the 26/11 anniversary which has been thwarted. This can also be tried in DDC and by-elections. Peace, prosperity, development, and people are our highest commitment. No power can be shaken by this. Together, they will move towards setting the standard of development of Jammu and Kashmir like other states.
