(Anjali Shreya, Intern Journalist): The central government has issued rules for the smooth functioning of the Jammu and Kashmir administration. These rules clearly state that the Lt. Governor of the Union Territory will have direct control over the Police, All India Services, and Anti-Corruption Bureau. These rules have been notified by the Union Home Secretary Ajay Bhalla under the Jammu and Kashmir Reorganization Act-2019.
The rules state that in case of differences of opinion between the Lt. Governor and the Council of Ministers (when it is constituted) in a case, the Lt. Governor will send it to the Central Government for the President’s decision. In case of dispute, work will be done on the basis of the said decision. The Home Ministry notification states that Jammu and Kashmir will have 39 departments including Agriculture, School Education, Higher Education, Forestry, Election, General Administration, Home, Mining, Energy, PWD, etc.
